Dedicated Source Funding For Affordable Homes Advances In Senate | | Over a hundred advocates for affordable homes across California descended on the State Capitol and packed the Senate Housing and Transportation Committee hearings on Tuesday, April 24 to support SB 1220, the HOMeS Act which will support the development, acquisition, rehabilitation, and preservation of affordable homes including emergency shelters, transitional and permanent rental housing, foreclosure mitigation, and homeownership opportunities. SB 1220 would establish a dedicated source of funding for affordable homes and would be funded through a $75 document recording fee, generating an average of $525 million per year. Advocates used the opportunity to use their voice to communicate personally with fourteen key targeted members of the State Senate and their staff on the importance of SB 1220 and urge their support. Another four members of the Senate were also visited to thank them for their public support for the legislation. SCANPH's Lisa Payne and Robert Dhondrup led two of the delegations as 'team leaders' and visited the offices of Senator's Fuller (R-Bakersfield), Harman (R-Costa Mesa), Hernandez (D-West Covina), Lieu (D-Redondo Beach), Lowenthal (D-Long Beach), and Pavley (D-Calabasas). Other than the targeted members, another eighteen Senator's were also visited to recruit their support as well by other delegations. SCANPH had laid out the ground work to garner support for SB 1220 with local district office visits to Southern California Senator's Ed Hernandez, Carol Liu, Ted Lieu, Fran Pavley, and Curren Price as well. On the first key vote in the Senate Transportation and Housing Committee, SB 1220 cleared the committee 6-2-1. And most recently, SB 1220 also cleared the Senate Governance and Finance Committee on a 5-2 vote on April 25. The next step will take SB 1220 to the Senate Appropriations Committee. SB 1220 must pass from the committee by the end of the May 25 deadline to reach the Senate floor for a vote... If You Are An Individual Or Organization With Developments That May Be Affected | | From what we can tell based on the press conference this week, the governor's budget assumes the Low and Moderate RDA Housing Funds (L&M) will be swept to local taxing entities. We're working on a back-up plan with the State Assembly to preserve at least the amount needed for development in 2012-13 and, hopefully, 2013-14. With the passage of last year's AB 26x, all of California's redevelopment agencies dissolved on February 1, 2012. Many agencies still have balances in their Low and Moderate Income Housing Funds (the 20% of redevelopment funds designated for affordable places to live). AB 1585 (Perez) and SB 654 (Steinberg) specify that the balances in the Low and Moderate Income Housing Funds shall be used for housing construction and other housing-related purposes.
