    URGENT! The Southern California Association of NonProfit Housing (SCANPH) supports AB 1585 and urges your organization to weigh-in now. Take Action now here

    The Southern California Association of NonProfit Housing (SCANPH) supports AB 1585 in the California Assembly as well as supported SB 654 (Steinberg) which has passed the California Senate.

    SB 654 passed overwhelmingly (34-1) out of the California Senate with bipartisan support but without the Urgency Clause. The Urgency Clause has been resubmitted in the California Assembly's version of the bill as AB 1585 and the measure has been adopted by seven co-sponsors including Speaker John Perez, and Assembly Members Henry Perea, Holly Mitchell, Jerry Hill, Norma Torres, Roger Dickinson, and Toni Atkins.

    Legislative Update: SB 654 Passes, SB 184 Dies in Senate


    SB 654 (Steinberg) which would protect RDA Low and Moderate Income Housing Funds passes Senate on a 34-1 vote. SB 184 (Leno) which would have allowed cities to create or strengthen inclusionary housing ordinances dies on Senate floor.

    With the passage of last year's AB 26x, all of California's redevelopment agencies have been dissolved on February 1, 2012. Many agencies though, still have balances in their Low and Moderate Income Housing Funds (the twenty percent of redevelopment funds designated for affordable housing). SB 654 (Steinberg) would specify that the balances in dissolving redevelopment agencies' housing funds shall be used for housing construction and other housing-related purposes. This bill clarifies conflicting provisions of last year's AB 26x and has received unanimous bi-partisan support thus far.

    SB 654 passed unanimously, (34-1) out of the California Senate and included bipartisan support but was not adopted under the urgency clause. It now heads to the Assembly as AB 1585 with the urgency clause adopted by seven co-sponsors including Speaker John Perez, and Assembly Members Henry Perea, Holly Mitchell, Jerry Hill, Norma Torres, Roger Dickinson, and Toni Atkins.

    Unfortunately, SB 184 (Leno), which SCANPH supports did not receive a vote in the full Senate before the January 31 deadline...


    Move LA's Fourth Annual Transportation Conversation
    Move LA


    Move LA is the business-labor-environmental coalition that got Measure R on the 2008 ballot, winning $30 billion for transit in LA County.

    Move LA's fourth annual "transportation conversation" will be an especially exciting one - coming on the heels of legislation enabling an extension of Measure R, and talk of lowering the voter threshold to 55 percent. Joining us are LA Mayor Antonio Villaraigosa, and Assemblymembers Bonnie Lowenthal, Mike Feuer, Fiona Ma, Mike Eng and Julia Brownley, and Senator Loni Hancock - Senate President Pro Tem Darrel Steinberg is invited - as well as leadership from key government agencies and nonprofits.

    The talk is about possible new revenue sources for transit, TOD and affordable housing - from ballot measures to tax increment financing to the use of zoning as a value capture strategy. The goal is to make the most of the public investment in transit and new stations - powerful public assets that create value that can be leveraged for community benefits. Feb. 24, at Union Station.
